You need to allow time for a properly prepared design. At the very beginning of the design phase, we assess potential challenges that may arise in later stages and how they will affect the project timeline. Next, you must allocate time for the design process itself, adapting to local conditions and the investor’s requirements.
Neighbor Notification (Nabovarsel):
Most projects require sending a notification to neighboring properties. Once the notification is sent, neighbors have two weeks to submit any comments regarding the proposal.
How Long Does the Municipality Take to Process a Building Permit Application? Under Norwegian building regulations, the processing time can be as follows:
- 3 Weeks: This is the timeframe for handling the simplest cases that meet all of these criteria: there are no deviations from existing regulations (no dispensations required); the application is submitted as a single-step (“ett-trinn”) package—including all necessary designers and contractors; no additional consultations with other authorities are needed; no objections have been filed by neighbors; and the application itself is complete.
- 12 Weeks: All applications that do not meet the requirements for the 3-week processing—such as those that have received comments from neighbors or require a dispensation. In some municipalities, even the simplest applications may be processed within 12 weeks; for example, in Tønsberg.
It’s worth noting that if the application is incomplete, the processing time restarts from zero once the missing documentation is supplied. Often, when submitting an application to the municipality, we assume a three-week turnaround—because the location and site conditions make this possible. However, due to neighbors, their lack of consent in the case of dispensations, or objections to the neighbor notification, the municipality’s processing time may be extended.
One thing is certain – the better the project is prepared, the lower the risk that the time needed to obtain the permit will be unnecessarily extended.
